Enhanced Project By-law Scheme (EPBS)


Program Status: Open to applications. Changes to policy and administrative guidelines effective 30 April 2010.

Customers with a current EPBS application, for which an element of the application process has not been approved by 30 April 2010, will be affected by the transition to the revised guidelines.

Description: EPBS provides an opportunity for Australian industry to access tariff duty concessions on eligible goods for significant projects in the mining, resource processing, agriculture, food processing, food packaging, manufacturing, gas supply, power supply, and water supply industries were certain conditions apply.

Fundamental to EPBS are Australian Industry Participation plans which encourage the use of Australian industry in projects and global supply chains through the provision of full, fair and reasonable opportunity to Australian industry.

The EPBS guidelines were relaunched on 30 April 2010.  This followed extensive industry consultations in 2009 when twenty four written submissions were made in response to the consultation documents that were presented around Australia.

Program Evaluation: In June 2010, the Department of Innovation, Industry, Science and Research engaged Access Economics to evaluate the EPBS. The evaluation will address the appropriateness, effectiveness and efficiency of the EPBS, as well as its integration with other policies and programs. The evaluation is expected to be completed by December 2010.
